Meet the Providers

Michael C. Rzasnicki, MD

Dr. Rzasnicki has been practicing at Barnard Family Health Centers since 1999. He received his medical training from Baylor College of Medicine here in Houston and is board certified in family practice. He and his wife Dee have seven children. His hobbies include coaching youth sports, skiing, and reading.

Rati Venkatesh, DO

Dr. Venkatesh is a board-certified family medicine physician with special interest in women's health and children.  She completed her medical training at the University of North Texas College of Osteopathic Medicine in 2014.  She finished her residency at Louisiana State University Family Medicine in Lafayette, Louisiana in 2017.  Born and raised in Houston, TX, Dr. Venkatesh is also fluent in Spanish.  Her hobbies include cooking, reading, and attending live music concerts.

Paul Shepard, MD

We are excited to announce that Dr. Paul Shepard has joined our practice. Dr. Shepard is a native Houstonian with 25 years of private practice experience. He holds a Bachelor of Science in Biology from Baylor University and attended medical school at The University of Texas Medical School – Houston. He subsequently completed his internship and residency at The University of Texas Medical Branch – Conroe where he served as Chief Resident.

Dr. Shepard is board-certified in Family Medicine. Over the years, he has received many awards and accomplishments including multiple Top Doc awards. While currently practicing in the office setting, Dr. Shepard remains active with our local hospitals where he made patient rounds for 20 plus years and served as Chief of Staff at HCA North Cypress Medical Center. His experience, compassion, and engaging bedside manner will certainly add to our excellent provider staff.

Our Physician Assistants

Melissa Oehl Garcia, PA-C

Melissa Oehl Garcia graduated from Baylor College of Medicine in 2000 with a master's degree in physician assistant studies after obtaining a BA in biology from Texas A&M University. She has been with Barnard Family Health Centers since 2001. She enjoys spending time with her husband, her twin girls, and her Australian shepherd.

Jacqueline Mouton, PA-C

Jacqueline Mouton, graduated from Union College in 2002 with a bachelor's of science in physician assistant studies. She has been with Barnard Family Health Centers since 2009.

Emma Gandall, PA-C

I am a graduate of Oklahoma State Center for Health Sciences where I completed a Master of Physician Assistant Studies. Before PA school I attended the University of Kansas where I obtained my Bachelor of Science in Exercise Science. In my free time I like to read, run, watch sports and travel.

Sara Wingate, PA- C

Sara Wingate, PA- C, is a certified Physician Assistant who has proudly served the Cypress community since 2014. She earned her Bachelor of Science in Biology from Texas A&M University and went on to complete her Master of Physician Assistant Studies at Nova Southeastern University.

Sara provides compassionate, comprehensive care for patients of all ages, with special interests in dermatologic conditions, pediatrics, and preventive health. Her focus is on helping individuals not only feel better but live healthier, more balanced lives.

Outside the clinic, Sara enjoys spending time outdoors with her husband, their two children, and the family dog, living the active lifestyle she encourages in her patients.
